Lawrence County Release Paths
Lawrence County uses a regional jail. A person arrested by the Lawrence County Sheriff’s Office, Louisa Police Department, Kentucky State Police, or another local agency may be booked at Big Sandy Regional Detention Center in Paintsville. The arrest county and the jail’s physical county are therefore different facts. An active BSRDC entry reports present custody at the time of the roster update. When it disappears, the custody record must be followed rather than guessed.
A Lawrence County release can mean bond, recognizance, a court order, time served, sentence expiration, probation, parole, mandatory reentry supervision, or transfer. Some events return the person to the community. Others move the person to the Kentucky Department of Corrections, another jail, federal authority, or ICE. A release sheet answers which event occurred. The Lawrence court file explains the legal basis, while KOOL, Daily Releases, and VINE can show later custody or supervision. Each source answers a different part of the chain.
A person who leaves the active BSRDC roster may have been released, transferred, corrected in the system, or affected by update lag.
Lawrence County Release Types
The event label controls the next search. Kentucky Pretrial Services works in all counties and reports to the judge after assessment. The judge, not the jail roster, sets release conditions. Kentucky permits recognizance, unsecured, third-party surety, cash, property, and partly secured bond forms. Commercial bail bonding has been barred in Kentucky since 1976. A state sentence creates a different track because KDOC may keep the person in a prison or an eligible county jail.
| Release type | What it means | Next record |
|---|---|---|
| Bond or recognizance | Physical pretrial custody ends while the case may remain pending. | BSRDC release sheet and Lawrence court order |
| Time served or sentence expiration | Credited custody satisfies the term identified by the court or corrections agency. | Judgment, computation, and actual release entry |
| Probation or shock probation | The person leaves custody under court-ordered supervision. | Court docket, KOOL, and District 15 |
| Parole or reentry supervision | KDOC physical custody ends but state authority continues. | KOOL, Daily Releases, and Parole Board record |
| Transfer or detainer | BSRDC custody ends because another authority receives the person. | Receiving-agency record, not a claim of community release |
Exact source language should be kept. “Released from” names the KDOC site involved; it does not always say the person went home. Likewise, a bond-out is not a dismissal. The pending Lawrence case can continue after the person leaves Paintsville.
Lawrence County Release Record Fields
A focused Lawrence County release record answers who left, which authority held the person, when custody changed, why it changed, and what followed. A booking photo helps distinguish people but does not prove an event. Strong identifiers include committed name, aliases, birth date, booking number, PID number, DOC number, or federal register number. Match an identifier across sources before treating two records as the same person.
| Field | What it shows |
|---|---|
| Name and aliases | The identity used in the custody system |
| Booking, PID, or DOC number | A stronger match than a common name |
| Actual date and time | When the source agency recorded the custody change |
| Release type or reason code | Bond, court order, time served, parole, expiration, or another exact event |
| Releasing facility | BSRDC, a prison, or a county jail holding a state prisoner |
| Destination or receiving agency | Community release, supervision, transfer, or a new custodian |
| Court or bond reference | The order connected to the physical event |
KDOC Daily Releases PDFs use DOC number, name, type of release, and released-from fields. VINE is an event notice, not the full legal file. CourtNet can expose case chronology, while the signed Lawrence court order is the stronger record of bond, dismissal, sentence, probation, or transport. Read these sources together when the event has more than one stage.
Request Lawrence County Release Records
Send a local jail request to BSRDC, the custodian of its jail-management and release transaction. The arresting agency may instead hold its own incident report. Broad requests delay identification of the right record. Ask for a named booking period and the precise release fields needed.
- Give the full name, aliases, birth date or booking number if known, arresting agency, and approximate booking and release dates.
- State that the matter originated in Lawrence County and request the booking/release sheet, actual release or transfer time, reason code, destination, court or bond reference, and booking photograph.
- Ask for electronic copies and a cost estimate. No verified BSRDC release-record fee schedule was found.
- If part is withheld, ask for the specific statutory basis and all reasonably separable nonexempt material.
- Keep the request, delivery proof, response, metadata, and any explanation of agency codes.
For KDOC records, use the official corrections open-records channel. Requests can identify the offender by full name plus birth date or offender ID and seek existing release, discharge, computation, supervision, and photo records. KDOC publishes charges for paper, disc, and USB production and describes a five-business-day inmate-record response rule under KRS 197.025. That response may state availability or a later production date.
BSRDC lists public office hours on weekdays, but those hours do not define when releases occur. Call the jail at (606) 297-5245 before visiting 904 Third Street in Paintsville. Operational custody changes can occur outside the public counter window.
Lawrence Release Record Law
The Kentucky Open Records Act, KRS 61.870 through 61.884, supplies the general access framework. Public records include agency-held documents and photographs, but access remains subject to exemptions and more specific laws. Juvenile, sealed or expunged, medical, victim, privacy, active-investigation, informant, and security material may be withheld or redacted. A denial should identify its legal basis.
Retention is not online visibility. Kentucky’s local schedule describes an L4672 mug-photo series kept for 80 years before destruction with access restrictions, while an L4673 daily arrest list may be destroyed when no longer needed. The schedule neither proves that BSRDC holds each item in those series nor requires web publication. It supports a targeted inquiry to the actual custodian.
Note: A record may remain in agency files long after its public roster entry vanishes, subject to access limits and lawful expungement.
Lawrence Release and Court Orders
BSRDC and the Lawrence court answer separate questions. The regional jail records physical custody in Paintsville. The Lawrence case file records bond, dismissal, judgment, sentence, probation, shock probation, transport, and later revocation. A roster disappearance cannot replace a signed order, and a bond release can coexist with an open case.
Begin at CourtNet’s guest case search. Match the party and case carefully, then read events close to the custody change. For the controlling document or an older file, follow the Kentucky Court of Justice request instructions and ask the Lawrence Circuit Court Clerk for specified orders. Case status describes litigation. It does not always report the person’s current physical location.
Correct Lawrence Release Record Errors
BSRDC says it will try to verify and correct reported inmate-record errors. Preserve the active screen and access time. Identify the booking, the exact field thought to be wrong, and the supporting release sheet or court order. Send a jail-record error to BSRDC and a court-record error to the clerk that maintains the case.
A careful correction request avoids spreading a bad roster entry. It also keeps the claim narrow. The goal is to align the source record with its own support, not to infer facts that no custodian has confirmed.
Expunged Lawrence Release Records
Kentucky requires an expungement certification before the proper local petition. The Court of Justice expungement process explains that completed relief causes courts and agencies to remove records from computer systems so the matter no longer appears in official state-performed checks, although limited nonpublic retention may apply.
A later absence must not be turned into a claim that no booking or case ever existed. Eligibility and fees depend on the kind of case and current law. KRS 431.073, 431.076, and 431.078 address different matters, so no single wait period applies to all Lawrence County records.
Find Released Lawrence County Inmates
Start with identity and last known custody. A complete Lawrence County search branches because a local detainee, state prisoner, supervised person, federal prisoner, and immigration detainee use different systems. Use few name fields at first, then confirm with a booking, PID, DOC, or federal number.
- Check the official BSRDC active roster and note the access time. Presence supports reported current custody; absence does not prove release.
- Search Kentucky VINE by partial name or offender ID. Inspect both local-jail and DOC source records when both appear.
- Call BSRDC and ask whether the person was released, transferred, or remains under another record. Request the release sheet for written proof.
- Search the Lawrence CourtNet case for bond, dismissal, time served, probation, or transport, then obtain the signed order when needed.
- If state custody applies, search KOOL and match the DOC number in the dated KDOC Daily Releases PDF.
- Check District 15 for continuing supervision. Use BOP or ICE only when a federal or immigration lead exists.
For a date-window inquiry, the Lawrence County 24-Hour Release List explains the official-feed gap and the named-person fallback. A complete list cannot be reconstructed from roster disappearances.
KDOC Lawrence Release Search
Kentucky Offender Online Lookup, known as KOOL, covers KDOC offenders and some state prisoners held in county jails. It is not a history of every Lawrence detainee who bonded out of BSRDC. KDOC says it updates data daily as resources permit, does not guarantee every item, and warns that data newer than 120 days may not be final.
| Search field | Best use |
|---|---|
| DOC or PID number | Match a known state offender precisely |
| Name and aliases | Begin broadly when no number is known |
| Supervision status and county | Find a person who left prison but remains under KDOC |
| Location type or location | Distinguish an institution, county jail, or supervision district |
| Projected release range | Find a future calculation, not an actual event |
| Conviction and offense fields | Separate similar names without treating a charge as identity |
Open the full record and preserve each date label. A district location differs from a prison location. Then use the KDOC Daily Releases archive to match the DOC number and read the exact type of release and released-from site.
The official archive view below shows where dated state release reports are selected.
Those reports cover KDOC events statewide, not every local BSRDC bond-out.
Lawrence County Recent Release Limits
Research found no distinct official BSRDC 24-hour or 72-hour released archive, published refresh promise, or post-release retention window. Its public tool is an active roster. The correct wording after a failed roster search is “not visible on the active roster at the checked time.” Release, transfer, correction, and lag remain possible.
KDOC Daily Releases is a true date-indexed alternative for state-controlled people, but it cannot be relabeled as a full Lawrence jail list. VINE can provide custody-change alerts, not a guaranteed browsable history of everyone in a time window. A complete local period list requires a BSRDC transaction extract or named-person checks through the jail, VINE, court, and KDOC channels.
Lawrence Post-Release Supervision
The Kentucky Parole Board makes or records specified release and revocation decisions. KDOC Probation and Parole supervises people in the community. District 15 covers Lawrence County, though the assigned reporting site may depend on residence and case assignment. Search KOOL for current location and supervision status, then call the district with the DOC or PID number.
- Probation
- Court-ordered community supervision, sometimes instead of prison or after a local term.
- Parole
- Conditional release under parole law before a maximum sentence ends.
- Mandatory reentry supervision
- KDOC supervision during a final part of an eligible sentence.
- Discharge
- The documented end of the named supervision authority.
An absconder notation reports a supervision problem or inability to locate the person. It does not prove completion. The detailed Lawrence County Parole and Probation page covers District 15 verification and Board records.
Lawrence Release Reentry Region
KDOC’s District 15 Resource Manual places Lawrence County in a regional reentry structure. It identifies the FIVCO Reentry Council for Lawrence, Boyd, Carter, Elliott, and Greenup counties and lists fivco@kentuckyreentry.org. That five-county map is more precise than assuming one Lawrence office handles every need.
The council is a regional coordination resource, not proof of supervision or eligibility for a service. Use KOOL and District 15 for a person’s official supervision status.
Lawrence Release Alerts and Federal Records
Kentucky VINE can search a specific person and register phone or email alerts. Select Kentucky, find the correct source record, and use “Notify Me of Status Changes.” Phone registration uses a four-digit PIN to acknowledge a call. If local and DOC records both appear, Kentucky advises registration for both because they can represent successive custody phases.
VINE is not the federal locator. The BOP Inmate Locator covers many federal records from 1982 forward and can show a past release date or no current BOP custody. That does not rule out local, state, immigration, or supervision authority. ICE’s locator has separate identity fields and may show some people released within the prior 60 days.
Verify Lawrence VINE Release Alerts
Kentucky reported a VINE vendor incident in February 2026 that sent false state-custody release alerts before service was restored. The state told recipients to disregard the false notices. That real event shows why a VINE alert should be treated as timely source data, then checked.
For a local detainee, verify with BSRDC and the release sheet. For a state prisoner, compare KOOL and Daily Releases. Use the signed Lawrence court order for the legal disposition. An alert alone does not prove dismissal, sentence completion, or the absence of another hold.
Lawrence Release Status Sources
Choose the source by jurisdiction and question. A current roster reports custody now. A release transaction reports an event. A court order reports the legal basis. Supervision and federal systems continue on their own tracks.
| Source | Best evidence | Limit |
|---|---|---|
| BSRDC active roster | Reported current regional-jail custody | Absence is not proof of release |
| BSRDC release sheet | Actual local release or transfer event | Does not replace the court’s disposition |
| KOOL and Daily Releases | KDOC status, dates, release type, and site | Not every local pretrial detainee enters KDOC |
| VINE | Source-agency custody change and alert | Not a permanent legal archive |
| BOP or ICE locator | Agency-specific federal custody information | Does not prove absence from other custody |
Lawrence County Custody Systems
Big Sandy Regional Detention Center is the main local jail, even though it sits in Paintsville. KDOC institutions and contract county jails handle state placements. District 15 handles Lawrence community supervision. BOP and ICE apply only when an actual federal or immigration record supports that path, while the KSP registry applies only to people with a registration duty.
- Big Sandy Regional Detention Center: local release sheet, VINE record, and Lawrence court order.
- Kentucky Department of Corrections institutions and contract jails: KOOL, Daily Releases, and KDOC records.
- Kentucky Probation and Parole District 15: post-release supervision.
- Federal Bureau of Prisons system: federal locator and release fields.
- ICE detention network: immigration custody and limited recent-release visibility.
- Kentucky State Police Sex Offender Registry: registration status only, not a general release list.
“Big Sandy” needs a full-name check. BSRDC, USP Big Sandy, and Little Sandy Correctional Complex are different systems in different jurisdictions.
