KDOC Lawrence County Releases
KDOC operates Kentucky’s state-prison and state-offender system. Lawrence County has no single local state prison that receives everyone convicted there. Placement can change during a sentence, and eligible county jails may house state prisoners. The facility nearest Lawrence County is therefore not a sound search assumption. Begin with the offender’s DOC or PID number and let the statewide record identify the institution, county-jail placement, supervision district, or historical status.
A person leaving a KDOC institution may go to the community on parole, mandatory reentry supervision, conditional discharge, sentence expiration, or another release type recorded by the department. Another person may transfer between institutions without being released. The Daily Releases “Released From” field identifies the location attached to a dated KDOC event. KOOL shows a broader status and sentence record. Read both literally, because “parole,” “serve out,” and “minimum expiration” do not mean the same thing.
Search KOOL Release Records
Kentucky Offender Online Lookup, or KOOL, supports a detailed statewide search. Start with a DOC or PID number when available. These identifiers are stronger than a common name. Name and alias searches can be narrowed by supervision status, location type, location, county of supervision, age, race, gender, conviction county, offense, KRS citation, indictment date, conviction date, institution or supervision start, escape or abscond dates, and projected-release-date range.
- Enter the DOC or PID number, or use last and first name with known aliases.
- Apply only enough filters to separate plausible matches; broad date guesses can hide the correct record.
- Open the detail and record the exact current location, status, identifiers, sentence data, offense data, and each release-date label.
- Check whether the location is an institution, county jail, or Probation and Parole district.
- Compare an actual release claim with the dated Daily Releases archive and the court judgment.
KDOC says it aims to update KOOL daily but does not guarantee accuracy, and data newer than 120 days may not be finalized. Save the retrieval date. A district shown as current location means the person can be in the community under legal supervision. It does not mean the person is confined at a probation office. An institutional location can also remain after an expected date changed.
KDOC Daily Release Archive
The Daily Releases archive is one of Kentucky’s strongest public tools for a dated state-custody exit. Reports are organized by calendar date. Each PDF can list DOC number, last name, first name, middle name, type of release, and released-from location. Search the likely date and match the DOC number. A name alone can produce a false match, especially when initials or common names overlap.
| Daily report field | How to read it |
|---|---|
| DOC number | Primary identifier for matching KOOL and the release report |
| Person name | Identity aid that still requires identifier comparison |
| Type of release | Exact KDOC category, such as parole or sentence expiration |
| Released From | Institution or county-jail state placement tied to the event |
The archive is statewide and is not a Lawrence County jail release list. It covers KDOC-administered exits, including releases from county jails that were holding state prisoners. Date coverage shown on the public index may not be perfectly continuous. If the expected report is absent, check nearby dates, KOOL, the sentencing court, and KDOC records rather than treating the gap as proof that no release occurred.
The official KDOC Daily Releases archive shows the date-based index used for this comparison. The archive’s value lies in preserving the department’s release type and location rather than reducing every event to “released.”
KDOC Release Type Meanings
Parole is conditional release from physical custody under parole law before the maximum term ends. Mandatory reentry supervision is statutory supervision for the final part of many eligible sentences under KRS 439.3406; it is not a discretionary parole grant. Sex offender conditional discharge is a continuing supervised status tied to qualifying sentences. Sentence expiration or a “serve out” label can mark a different legal endpoint. Use the record’s own label and avoid substituting a broader term.
- Parole
- Conditional community release governed by a parole decision and supervision terms.
- Mandatory reentry supervision
- Required supervision before projected sentence completion for eligible prisoners.
- Conditional discharge
- A post-sentence supervised status imposed for specified offenses or judgments.
- Discharge
- End of the department status identified by the official record, which should not be inferred from a projected date.
- Absconder
- An agency indication of a supervision problem or inability to locate the person, not completion of supervision.
Revocation can return a supervised person to custody. KOOL, the court docket where probation is involved, and a Parole Board decision or warrant record can clarify the change. Do not turn an allegation or status flag into a broader factual claim than the agency wording supports.
Projected Versus Actual Release
KOOL’s projected-release-date filter helps locate present or prospective sentence information. A projection is a calculation, not a completed custody event. Credits, disciplinary action, parole decisions, warrants, detainers, court changes, and recalculation can move the date. Kentucky sentence credits are governed in part by KRS 197.045, with exclusions and special rules. Violent-offender provisions in KRS 439.3401 apply only to people within the statute, not to every Kentucky prisoner.
For a past event, prefer an actual label in KOOL, the Daily Releases report, a release or discharge record from KDOC, and the controlling judgment. For a future question, preserve the field name and retrieval date. Never restate “projected release” as “will be released.” A parole eligibility month likewise indicates possible review timing, not a grant or physical exit.
| Record | Future or completed? | Best confirmation |
|---|---|---|
| Projected release date | Future estimate that can change | Later KOOL and sentence record |
| Parole eligibility schedule | Prospective review information | Written Board decision |
| Daily Releases entry | Dated KDOC event | DOC identifier and release record |
| Final discharge | Completed only when officially recorded | KDOC discharge documentation |
KDOC Records and Contacts
Different KDOC offices hold different parts of the record. Offender Information Services can address offender-status information. Inmate open records handles existing corrections documents. The Kentucky Parole Board handles its own decisions, while Probation and Parole manages community supervision. Ask the office that created the document rather than requesting one unit to interpret another agency’s action.

A written request should include a mailing address, full offender name, and either date of birth or offender ID. Ask for existing records: the release or discharge date and type, a releasable sentence-computation sheet, supervision begin and end dates or final discharge, and a photo if relevant. The standard form is optional. Do not ask staff to create a narrative answer. Precise document and date descriptions make the request easier to process.
The KDOC open-records instructions explain the current submission route. If a part is withheld, the response should identify the legal basis and release any reasonably separable public portion.
District 15 After Release
KDOC District 15 covers Lawrence County community supervision. Its main office is at 3000 Louisa Street, Suite 1, Catlettsburg, Kentucky 41129, with telephone (606) 739-5833 and fax (606) 739-4180. The district location shown in KOOL can help confirm that incarceration ended while KDOC authority continues. A person’s actual reporting site depends on residence and assignment, so call with the DOC number rather than assuming the main office is the correct reporting location.
Probation, parole, mandatory reentry supervision, and conditional discharge are distinct. Probation is ordered by a court, sometimes instead of prison or after a local term. Parole follows a release decision under parole law. Mandatory reentry is statutory, and conditional discharge follows specified sentences. The exact court, KOOL, or Board label controls. Appointment details, residences, and other sensitive operational information should not be published.
The FIVCO Reentry Council serves Lawrence, Boyd, Carter, Elliott, and Greenup counties and can be reached at fivco@kentuckyreentry.org. It is a regional coordination resource, not the authority that proves release or determines an individual’s supervision terms.
County Jail or State Release
A Lawrence arrest may begin at BSRDC but later enter KDOC authority. Kentucky VINE guidance recognizes that one person can have both a local-jail record and a DOC record and advises registration for both. The local entry may end at transfer while the state entry continues. Following both identifiers prevents a transfer alert from being mistaken for a return to the community.
For a person who bonded out locally and never entered state authority, call BSRDC, inspect the local VINE record, and obtain the Lawrence court order. For a state prisoner, use KOOL, Daily Releases, KDOC records, and District 15 when supervision follows. The complete Lawrence County release search lays out that branching path. Preserve both the originating county and the actual releasing facility, since the two can differ.
